Pacifica needs to update its Cell Antenna Ordinances like 24 other CA cities

Over 24 California municipalities including San Bruno, South SF, San Mateo, Hillsborough, Santa Cruz, Mill Valley, San Anselmo, Ross, San Ramon and Petaluma have all changed their local ordinances to have more local control to PROTECT their constituents and properties, and be the voice of the people. Please do your duty for Pacifica residents!
Members of the Mill Valley city council voted in 2018 to unanimously to block deployments of 5G towers in the city’s residential areas by activating an urgency ordinance to protect their residential zones. The legislation, which allows authorities to enact regulations affecting the health and safety of residents has still not been subject to any litigation.
Urgency Telecommunications Ordinance
The requirements indicate that wireless facilities in the right-of-way must:
- Connect to an existing utility pole that can support its weight.
- Be separated by at least 1,500 feet.
- Install all new wires needed to service the telecommunications facility within the width of the existing utility pole so as to not exceed the diameter and height of the existing utility pole.
- Underground (flush to the ground, within three (3) feet of the utility pole), all ground-mounted equipment not installed inside the pole.
- Conceal all equipment. Aside from the transmitter/antenna itself, no additional equipment may be visible.
- All cables, including, but not limited to, electrical and utility cables, shall be run within the interior of the telecommunications tower and shall be camouflaged or hidden to the fullest extent feasible without jeopardizing the physical integrity of the tower.

Petaluma, CA passed a similar small cell ordinance in 2018 also without any subsequent litigation to date, that not only protects the aesthetics of their city, but also to better facilitates upgrades and future under-grounding of public utility infrastructure.

14.44.095 Small cell facilities — Basic requirements.
Small cell facilities as defined in Section 14.44.020 may be installed, erected, maintained and/or operated in any commercial or industrial zoning district where such antennas are permitted under this title, upon the issuance of a minor conditional use permit, so long as all the following conditions are met:
A. The small cell antenna must connect to an already existing utility pole that can support its weight.
B. All new wires needed to service the small cell must be installed within the width of the existing utility pole so as to not exceed the diameter and height of the existing utility pole.
C. All ground-mounted equipment not installed inside the pole must be undergrounded, flush to the ground, within three feet of the utility pole.
D. Each small cell must be at least one thousand five hundred feet away from the nearest small cell facility.
E. Aside from the transmitter/antenna itself, no additional equipment may be visible.
F. Each small cell must be at least five hundred feet away from any existing or approved residence.
G. An encroachment permit must be obtained for any work in the public right-of-way. (Ord. 2662 NCS § 2 (part), 2018.)
Encinitas, CA has gone one step further and required each application to undergo Fire Department Review to ensure compliance with standards related to Fire Hazards.

Firefighters, citing multiple neurological issues such as memory loss (forgetting how to do CPR and getting lost driving in towns where they grew up, for example), disorientation, fatigue, slow reaction time, vertigo and headaches, could attribute the onset of their symptoms to the first few weeks that the towers went up. The International Association of Fire Fighters was successful in getting cell antennas removed from the fire houses, and were provided legal protection from any future telecom tower installations.

This is Information from the American Cancer Society, the WHO International Agency for Research on Cancer (IARC) and the NIH National Toxicology Program (NTP) about RF Radiation.

“Some people have expressed concern that living, working, or going to school near a cell phone tower might increase the risk of cancer or other health problems. At this time, there isn’t a lot of evidence to support this idea. Still, more research is needed to be sure.
The American Cancer Society (ACS) does not have any official position or statement on whether or not radiofrequency (RF) radiation from cell phones, cell phone towers, or other sources is a cause of cancer. ACS generally looks to other expert organizations to determine if something causes cancer (that is, if it is a carcinogen), including:
- The International Agency for Research on Cancer (IARC), which is part of the World Health Organization (WHO)
- The US National Toxicology Program (NTP), which is formed from parts of several different government agencies, including the National Institutes of Health (NIH), the Centers for Disease Control and Prevention (CDC), and the Food and Drug Administration (FDA)
The addition of the higher wavelengths from 5G networks could also expose people to more RF waves overall.
At the same time, these higher frequency RF waves are less able to penetrate the body than lower frequency waves, so in theory they might be less likely to have any potential health effects. But so far this issue has not been well studied.
At this time, there has been very little research showing that the RF waves used in 5G networks are any more (or less) of a concern than the other RF wavelengths used in cellular communication.”
